It is a fact that hundreds of thousands of German troops were killed by Partisan activity during WWII; some have put the casualty figure at 1.5 million. In Ostland thousands of kilometres of telephone cables were destroyed, hundreds of bridges, railway stations and locomotives; huge swaths of tracks were destroyed. Partisan activity was more intense in the 'eastern' regions due to their inclusion into the 'red army' for strategic reasons. The Einsatzgruppen ( task force) were policemen drafted from the various police departments of the Reich to combat what they considered "terrorist" forces. A list of Partisan Operations carried out by the Germans can be found here. Sadly most jews in the region fell into the "hostile" group category; they were considered to be a fertile breeding ground of Bolshevism, deemed terrorists. They were treated as civilian combatants liable to summary execution under the German Military Code. There was no order to exterminate people on the basis of race or religion but on their participation in hostile terrorist cells. About 291 thousand deaths are not verifiable according to Mattogno (leaving 437 thousand that is), not all being jews.
