I guess they mean by party affiliation because Arizona is a closed-Primary state, but this is a General election so party affiliation is irrelevant, and a lot of people do not even declare a Party. In Mexico, and they do this a bit here in the Southwest at the cemeteries as well, is All Souls Day, that is Nov 2nd. It is part of the Dias De Los Muertos .
